Do I need to register in the System for Award Management (SAM) on SAM.gov in order to submit a proposal for a U.S. DOT SBIR solicitation?

All SBIR applicants must be registered in SAM at time of offer submission. Proof of your SBA SBIR Company Registry confirmation and SAM Registration must be included with Appendices A and B. This registration page does not count toward the 15-page limit.
