  • Use the DOT Navigator’s Workforce and Labor Plan Checklist to help you develop a strong plan for creating quality jobs and strengthening the workforce in your grant application. A skilled and resilient workforce is critical to advancing transportation project delivery. Most U.S. DOT discretionary grants include selection criteria associated with creating good-paying jobs and expanding workforce opportunities. The checklist provides information on the components of an ideal plan and aims to encourage greater partnership between transportation and workforce agencies at the state and local levels. Applicants may not be required to address everything on the list to be competitive for a particular grant’s selection criterion. Please verify the Notice of Funding Opportunity for the specific grant you are applying for to ensure you are responsive to that application.
  • The Build America Bureau provides resources for finding credit opportunities, accessing technical assistance, and highlighting best practices in project planning, financing, delivery, and monitoring.

  • Federal Transit Administration's (FTA) National Rural Transit Assistance Program (RTAP) promotes safe and effective delivery of public transportation services for rural and Tribal transit operators across the nation.   • The Transportation Planning Capacity Building Program is jointly administered by FHWA and FTA to help decision makers, transportation officials, and staff resolve the increasingly complex issues they face when addressing transportation needs in their communities.
