David Raymond
Principal Technical Advisor for Aviation Facilities and Business Services
David Raymond is the principal technical advisor on aviation facilities and business services at the U.S. DOT Volpe Center. He is an expert in the areas of aviation systems development, applying advanced engineering theories, concepts, techniques, and processes in the development and implementation of advanced and emerging technologies transforming the National Airspace System (NAS).
Raymond has more than two decades of experience integrating and implementing Next Generation (NextGen) air traffic management systems (ATMS) for FAA’s Program Management Office, as well as in support of NASA’s Advanced Research Mission Directorate (ARMD) and DOD’s Electronic Systems Center (ESC).
More recently his focus has been on implementing Air Traffic Engineering and Program Support (ATEPS) II, which will provide support to program management, system engineering and development, and implementation efforts for ATO’s NextGen programs and systems. Raymond’s work has been instrumental in enabling transformational programs including Automatic Dependent Surveillance-Broadcast (ADS-B), Air-Ground Data Communications (Data Comm), En Route Automation Modernization (ERAM), and NAS Voice Switch (NVS).
Prior to coming to the U.S. DOT Volpe Center, he worked in private industry as an engineer for various high-tech companies. Raymond’s research interests include Internet of Things (IoT), iCloud Technology, and AI/ML applications to aviation resilience.
He is a certified Project Management Professional (PMP) and a FAC-II Level COR. Raymond has a B.S. Degree in Computer Engineering from the University of Massachusetts Amherst (Amherst, MA).
