Meet Gregory Joyner, Our Newest Technical Center Director

Volpe is pleased to announce that Gregory G. Joyner has joined us as director of Air Traffic Systems and Operations, one of our four technical centers. He brings more than four decades’ experience in executive leadership, program management, and multidisciplinary engineering research and development.

“Greg is a proven leader in the aviation industry and we are thrilled to have him leading our work in real-time communications, navigation, surveillance, and decision-support systems,” Volpe Director Anne Aylward said. “His work with NextGen is a perfect fit for our safety, congestion, and environmental research that is modernizing America’s airspace.”

Joyner most recently served as manager of the Federal Aviation Administration (FAA) Program Management Organization’s Air Traffic Management Programs Group. Over the past 27 years, he has served in various technical and leadership positions, and he managed the modernization of FAA’s $2.5 billion en-route and terminal automation systems as part of NextGen.

Joyner also brings extensive leadership experience in international aviation, serving as the principal FAA contact for 28 countries in Europe and the Middle East. He has formerly held these positions:

  • Senior FAA Representative to Mediterranean Europe, the Balkans, and the Middle East
  • U.S. Member of the International Civil Aviation Organization (ICAO) All Weather Operations Panel
  • U.S. Member of the ICAO Testing of Radio Navigation Aids Study Group
  • Program manager of the ICAO Aeronautical Surveillance Panel
