Joi Singh
Acting Director of Policy, Planning, and Environment

Joi Singh is the acting director of the U.S. DOT Volpe Center’s Policy, Planning, and Environment Technical Center. Singh joins us from FHWA, where she has served as the Massachusetts Division Administrator since December 2022. In this role, she provided vision and leadership to a multidisciplinary team of transportation professionals and represented FHWA in administering the $2 billion transportation program in Massachusetts. Prior to this role, Singh served as the deputy division administrator for the Nevada Division. She began her federal career in the headquarters office of Planning, Environment, and Realty in 2017, where she led national realty programs.
Singh is an attorney by profession and she worked as a consultant leading multi-million dollar negotiations and acquisitions on behalf of federal-aid transportation and gas pipeline projects. She also served in leadership roles for the District Department of Transportation (Washington, D.C.), as law clerk to the Chief Judge of the Maryland Court of Appeals, law clerk to the Chief Judge of the Circuit Court for Baltimore City, and as an attorney in private practice and in non-profit organizational leadership.
Singh holds a bachelor’s degree in communications, sociology, and international relations from the American University, a Juris Doctor from Howard University School of Law, and a facilitative mediation certification from the University of Maryland.
