Gateway National Recreation Area, Sandy Hook Unit - Automated Fee Entrance Plaza and Intelligent Transportation System Technical Requirements

This project provides for planning and design of an Intelligent Transportation System (ITS) at the Sandy Hook park unit entrance fee plaza. The project will be accomplished in cooperation with the redevelopment of the park entrance station fee plaza by NJDOT that is to be accomplished in conjunction with replacement of the Route 36 Shrewsbury River Bridge near the entrance to the park. The project will provide the park with site analysis, planning documents and preliminary performance specifications for an ITS automated entry and parking information system. The entrance plaza plan will identify ITS technology and related roadway and roadside infrastructure needs for: (1) a gated, automated entry plaza comprised of at least four traffic lanes, (2) entry lane status Variable Message Signs (VMS), (3) electronic parking availability status signs, (4) master control and/or integrated message posting to traveler information devices from the plaza aream, (5) an accurate, real-time vehicle counting system by type of access and egress, and (6) a recreational pedestrian/bicycle use counter.
