Colonial National Historical Park - Alternative Transportation System Operations and Business Plan
Volpe conducted an evaluation of the performance and operations of Colonial National Historical Park's (NHP) existing shuttle system and draft a business plan for shuttle operations past 2010, when congressional funding ended. The evaluation framework and components incorporate findings from a shuttle user survey administered in the summer of 2009 that indicated strong public support for the system. Public feedback was used to draft a business plan, which recommends altering the existing service in a way that saves operations and maintenance expenses while allowing shuttle service to continue until new funding streams are identified. Volpe also recommended that, should Colonial NHP and NPS elect to continue the shuttle system, they should increase marketing efforts to raise the profile of the service.
