Questions, Questions, and More Questions: Measuring the Impact of Advanced Transportation Technologies on Traveler Behavior

Measuring the impact of advanced transportation technologies on traveler behavior leads to many questions. Jane Lappin, senior social scientist at Volpe, The National Transportation Systems Center, presented "Questions, Questions, and More Questions: Measuring the Impact of Advanced Transportation Technologies on Traveler Behavior" on Wednesday, June 19.

Lappin, who is a member of Volpe's Center for Transportation Policy and Planning, surveys tens of thousands of travelers to measure the quality and impact of intelligent transportation systems services. Lappin and the Volpe team have published reports on this topic that can be found in Volpe's Library database.

About the Speaker

Jane Lappin came to work at Volpe in 1991. She was quickly drawn into support for the blue-ribbon panel, commissioned by FHWA, that recommended the development of a multi-modal Joint Program Office (JPO) for the new Intelligent Vehicle Highway System (now ITS). For the next ten years, Lappin managed a team of engineers and social scientists in support of the ITS program, and commuted to Washington, D.C., as the JPO specialist in ITS consumer markets and traveler response. She began surveying travelers in 1997 as part of the evaluation of the ITS Metropolitan Model Deployment Initiative with the objectives of quantitatively measuring and describing traveler response to traffic information services, predicting future market adoption trends, and providing driver behavior data in support of new traffic models.

Prior to Volpe, Lappin was part of the Business Strategy Group at Abt Associates, consulting to Fortune 100 companies, and she consulted locally and internationally evaluating the impact of public policies. Lappin chairs the Transportation Research Board ITS Committee, and in that capacity co-chaired "Opportunities and Challenges of Road Vehicle Automation" at Stanford University (www.vehicleautomation.org). She is a founder and past chair of the ITS International Benefits Evaluation and Costs Working Group (IBEC), and has been an active contributor to ITS America, currently serving on its international program committee. Lappin received an FHWA Administrator's Award in 2003, a Volpe Award for Outstanding Performance in 2005, and the U.S. DOT Secretary's Gold Award as part of the Urban Partnership Agreement team in 2007. Lappin holds an MBA from the Simmons College Graduate School of Management.
