Michael Osakowicz joined the Volpe Center in 2007.

With approximately 15 years of experience in the field of human resources (HR) management, Osakowicz effectively partners and collaborates with senior leadership, the union, and other stakeholders to ensure that HR-wide programs and new initiatives are aligned with Volpe’s vision, values, and best practices.

During his federal career, which began in 2003, Osakowicz has worked in the HR field across all disciplines. He started with the Department of Defense as a federal career intern and has held progressively higher positions with the Department of Defense and Volpe. In 2014, he began serving as chief of Volpe’s Employee and Labor Relations Branch. He is also a member of the Volpe Conflict Resolution Advisory Group and serves as the labor relations officer.

Osakowicz received his master’s degree in social-organizational psychology from Columbia University and his bachelor’s degree in psychology from the University of Connecticut.
