Director of Acquisitions

Michael Finn is the director of the Office of Acquisitions at the U.S. DOT Volpe Center.

He joined the U.S. DOT Volpe Center after 15 years at the National Institute of Allergy and Infectious Diseases, one of the National Institutes of Health (NIH) in Bethesda, MD, where he supported its Office of Acquisitions leading a team supporting primarily R&D contracts for the Division of Microbiology & Infectious Diseases. Prior to starting his federal acquisitions career at NIH, Finn led numerous organizations in procurement, operations, project management, supply chain and logistics management primarily with Lucent Technologies.

He earned his Key Executive Leadership Program certificate in Public Administration at American University (Washington, DC), his MBA at University of Maryland (College Park, MD), and a BS in Business Administration, Supply Chain Management at Arizona State University (Tempe, AZ).
