Cassandra C. Allwell is the director of Communication and Knowledge Management.

She has over 20 years’ experience working with transportation agencies on planning, environmental streamlining, intelligent transportation systems, safety, operations, and research programs. She has provided agencies with professional capacity building, strategic communications, business process redesign, evaluation, and strategic planning technical assistance.

Allwell began her career at Volpe in 1999 as a Presidential Management intern. She is the former chief of Volpe’s Organizational Performance Division.

She holds a master’s degree in regional planning with a concentration in economic development from the University of North Carolina at Chapel Hill and a bachelor of science in economics from the University of Delaware. Allwell is a returned Peace Corps volunteer who served in Senegal, West Africa, as a small business development specialist.
