Kauaʻi National Wildlife Refuge Complex - Comprehensive Transportation Planning Study
Volpe is working with the Central Federal Lands Highway Division (CFLHD) to develop a comprehensive transportation planning study for Kaua'i National Wildlife Refuge Complex (KNWRC) in Kaua'i, Hawaii. Volpe and CFLHD are conducting this comprehensive transportation analysis, as recommended by the Transportation Assistance Group (TAG) of October 2009, to explore and propose the best transportation systems and management to alleviate traffic congestion and enhance visitor safety on the three refuges of KNWRC.
The work intends to inform transportation elements of implementation plans and actions included in KNWRC’s Comprehensive Conservation Plans (CCPs) and focuses on developing implementation plans for improved pedestrian/bicycle access and signage and potential shuttle service to Kilauea Point National Wildlife Refuge.
The study recommends a set of short-, medium-, and long-term actions for implementation. Over the course of the project, the team also led several on-site stakeholder meetings and participated in public meetings in the County of Kaua‘i. The recommended actions, as well as the existing conditions reports, are included as a final report that draws upon the feedback of Refuge staff and stakeholders to create sustainable transportation solutions.
