Working with Federal Lands Highway (FLH) and the Federal Lands Management Agencies (FLMAs), Volpe developed a concept for integrating performance management into the Federal Lands and Tribal Transportation Programs. Volpe researched current practices both within FLMAs and at Local, State and other Federal agencies and coordinated with technical staff at FLH and the FLMAs to identify performance measures that represent the key goals of the programs and were feasible to implement. The report suggests how to effectively incorporate these measures into the Federal Lands Transportation Program structure and provides guidance on implementing the framework.
