Devil's Tower Transit Feasibility Study
Devil’s Tower National Monument has been experiencing congestion at the upper and lower parking areas located at the Visitor Center at the base of the tower. Even with the recent addition of more parking, congestion and circulation remains a problem for vehicles, motorcycles and large RV’s.
The Volpe Center conducted an investigation as to whether a shuttle service would be feasible to ameliorate the congestion issues and improve visitor experience. Volpe staff worked closely with park staff, as well as NPS staff from the Denver Service Center, to understand whether a shuttle service could provide cost-effective congestion relief. The transit feasibility study was done in conjunction with a Congestion Assessment, which also considered non-transit options for managing congestion.
