Deputy Director for Operations
Sue Connors has more than 30 years of experience in mission support and public service across multiple federal agencies, including the U.S. Census Bureau and the Food and Drug Administration. Connors holds a bachelor of arts degree in administrative science with a focus on organizational behavior from Yale University.
During her tenure at the Volpe Center, which began in 2001, Connors has served as acting chief of staff, acting deputy director for Administration, and most recently, director of Human Resources. In her role as deputy director for Operations and a member of the Senior Executive Service, she continues to manage and develop client-centered initiatives that strengthen the Volpe Center’s business operations.
During her service as Human Resources director, Connors built a high-performing team committed to delivering customer-focused services for workforce acquisition and staffing, employee and labor relations, and workforce planning and development programs. She led or participated in key strategic initiatives such as Moving Volpe Forward, Employee Viewpoint Survey Action Teams, Volpe Cultural Values, Diversity and Inclusion, and Hiring Process Improvement.
In 2012, Connors received the Frank F. C. Tung Award in recognition of her exceptional leadership and contributions to the Volpe Center community. As a member of the U.S. Department of Transportation’s Human Resources Council, she has championed Volpe’s needs through close collaboration with colleagues in the Office of the Secretary of Transportation and DOT’s numerous modal administrations.
