Director of Finance
Devin Ure serves as the director of Volpe Financial Management within the Office of the Secretary (OST) Chief Financial Officer (CFO), where he leads the financial management and oversight of the Volpe National Transportation Systems Center Working Capital Fund (WCF).
Ure leads the formulation of an estimated annual budget of $400 million, directs the internal controls (Circular A-123, Enterprise Risk Management), financial reporting, financial policy, and annual budget execution of over 500 inter/intra-agency agreements (IAAs) of the WCF.
Ure ensures proper pricing and full cost accounting to ensure overhead costs are equitably and fairly shared among the complete customer base, and manages the annual overhead budget to validate the breakeven of the WCF.
Ure joined government as an MBA Fellow for the Department of Labor in 2008. He later joined the Department of Transportation (DOT) in 2012 as a financial analyst for the Office of Financial Management, where he managed a $30 million budget for the upgrade of DOT’s financial management system. He also served as a budget analyst for the OST-CFO from 2015 to 2017 and led the financial integration of the Research and Innovative Technology Administration (RITA) from an independent bureau to an office within OST.
Ure has a bachelor’s degree in business administration from Utah Valley University and a master’s degree in business administration from Thunderbird School of Global Management. He is a Certified Government Financial Manager.
