Federal Lands Highway – Alaska Federal Lands Collaborative Long-Range Transportation Plan Update
The Volpe Center is currently supporting the update to the Alaska Federal Lands Collaborative Long-Range Transportation Plan (CLRTP). FHWA’s Western Federal Lands Division Office (WFL) is leading this update with a multiagency planning team including the following partners:
- Bureau of Land Management (BLM)
- National Park Service (NPS)
- U.S. Fish and Wildlife Service
- U.S. Forest Service (USFS)
- Alaska Department of Transportation and Public Facilities (ADOT&PF)
- Alaska Municipal League (AML)
In 2012, the interagency planning team developed the Alaska Federal Lands LRTP, which was a pioneering effort to develop the first multi-agency LRTP for Federal lands. This is a policy-level plan for how FLMAs and their partners plan and manage transportation systems providing access to and within Federal lands. The plan establishes common goals, objectives, and performance metrics, but it does not select individual projects.
The CLRTP update will accomplish the following:
- Reflect new requirements and funding opportunities in the Fixing America’s Surface Transportation (FAST) Act
- Use updated transportation and visitation data to provide up-to-date information on the conditions and needs of Federal lands transportation networks
- Align the updated CLRTP with FLMAs’ national guidance
- Report on FLMA and partner accomplishments from the 2012 plan
- Build upon the interagency team’s progress to develop performance measures and monitoring systems
- Increase understanding of the unique benefits and challenges of transportation planning for Federal lands
The Volpe Center is supporting WFL in this planning effort through project coordination, meeting facilitation, data analysis, and developing updated plan content. The Alaska Federal Lands CLRTP update began in late 2017 and is expected to be complete in 2019.
