Rail and Transit Systems Division Staff

Anya A. Carroll

Anya A. Carroll, General Engineer and Principal Investigator for the Highway Grade Crossing Safety Program at Volpe, has worked in the Federal government for the last 24 years in various staff engineer and project manager positions related to research and development initiatives. Ms. Carroll's tenure at the Volpe Center over the last 22 years has focused on transit and rail research initiatives and has included projects from various sponsors to include the FRA, FHWA including the Intelligent Transportation System's Joint Program Office, FTA, NHTSA, RSPA, FAA and DOD. For the last twelve years she has exclusively managed the Highway-railroad Grade Crossing Safety program at Volpe that supports the FRA's Offices of R&D, Policy, Safety and Railroad Development. As principal investigator she manages and coordinates civil, mechanical and electrical engineers, operation research analysts, physicists, human factors psychologists, railroad equipment specialists and contractors. During her tenure with the Grade Crossing Safety Program at Volpe she has authored or co-authored numerous technical articles, papers and reports and her work is recognized internationally has supported many rulemaking activities for the FRA. Her work consists of planning, analyzing, implementing and documenting of engineering research projects. She received her Bachelor of Science degree in civil engineering with a focus in environmental engineering from Tufts University in 1978. She is the Secretary of the TRB Railroad Grade Crossing Committee, A3A05, to become the Chair in 2003. Prior to joining the US Department of Transportation Ms Carroll worked at the Corps of Engineers facilities in Waltham, Massachusetts conducting civil environmental projects. She has been very active in Volpe community activities to include development of plans and construction over site of the TSC Tot Center built in 1987and has included tenures as President of the Board of Directors of the TSC Tots Daycare Center, Chair of the Cross Functional Quality Management now the Quality Team and Chief, Facilities Division. Ms. Carroll has also participated in the US DOT sponsored E-mentoring program.
