About the Acquisition Division

Contracts and Business Processes Branch

Responsible for performing the full range of contracting functions including contract negotiations, administration and termination. Contracts are for the procurement of research and development services, Architect Engineering, construction services, information systems and equipment and supplies.

  • Responsible for management of the Simplified Acquisition procedures (SAP) section.
  • Acquisition Management of the Multiple Contractor Resource Base (OMNI) contracts.
  • Oversight of support service contract for contract close-out, processing of modifications, invoice analysis and processing.
  • Performs pre-solicitation and final reviews of contract documents and supporting procurement files prior to award, and recommends approval of award, disapproval, or required corrective action.
  • Manages the electronic commerce systems serving the Volpe Center technical community, contractors and other DOT Operating Administrations. Systems include the Automated Procurement System, ADNET (Acquisition Division Intranet) and the Acquisition Home Page on Volpe Internet World wide web site.
Contracts and Small Business Programs Branch

Responsible for performing the full range of contracting functions including contract negotiations, administration and termination. Contracts are for the procurement of research and development services, on-site Information Systems Support service contract, information systems and equipment and supplies.

  • Performs pre-solicitation and final reviews of contract documents and supporting procurement files prior to award, and recommends approval of award, disapproval, or required corrective action.
  • Coordinates all matters pertaining to Socio-Economic programs, including small and small disadvantaged area programs, industry assistance, business counseling; acts as liaison with Small Business Administration (SBA). Assures adequate consideration for small business concerns and recommends small business set-asides; serves as initial contact point with contractors and represents the Center at SBA procurement clinics/seminars. Assists the Small Business Innovative Research (SBIR) Program in the implementation of their program goals. This includes assisting in outreach activities and participating in SBIR clinics/seminars.
  • Reviews and implements FAR, TAR, TAM, and DOT procurement policies and regulations in the area of Federal Procurement Socioeconomic Programs.
  • Focal point for processing all unsolicited contract proposals.
  • Management of the Volpe Center's Government Purchase Card program.
