Dr. David L. Damm-Luhr, National Expert
Organizational Development

Dr. David L. Damm-Luhr has worked at the Volpe Center since 1980, contributing his expertise in the area of organizational systems performance on a wide range of projects for clients at all levels of government. From formal program evaluations (e.g., of placarding hazardous material or technical training) to internally driven organizational assessments (of internal business practices in a federal executive unit or regional security cooperation in a large metropolitan area), Dr. Damm-Luhr has demonstrated his ability to scope and carry out effective applied research. Dr. Damm-Luhr is frequently called on by colleagues and clients to help design creative approaches to methodologically and organizationally complex issues, and to bring together stakeholders with diverse viewpoints to reach common ground on both problem definition and solution. He completed a Ph.D. in applied behavioral science from MIT, and a Masters in Regional Planning from the University of North Carolina at Chapel Hill.
