Federal Laboratory Consortium for Technology Transfer (FLC). http://www.federallabs.org/start.html

The FLC is one of the primary mechanisms for making federal government research resources and results available to others. It was organized in 1974 and formally chartered by the Federal Technology Transfer Act of 1986 to promote and to strengthen technology transfer nationwide. Over 600 major federal laboratories and centers and their parent departments and agencies participate in the FLC. Among the organizations' different technology categories are: automotive, energy and transportation.

Iowa State University, Center for Transportation Research and Education (CTRE). Concept Highway Maintenance Vehicle Partnership. http://www.ctre.iastate.edu/research.htm

This was a successfully completed partnership between Iowa DOT, Michigan DOT, Minnesota DOT, Iowa State University, FHWA, and several private companies to develop an advanced highway winter maintenance and snow removal vehicle, incorporating automatic vehicle location and navigation systems, on-board computers and data recorders, and advanced communication systems.

This is a partnership between Minnesota DOT, the cities of Minneapolis and St. Paul, Hennepin County, the Minnesota Department of Public Safety, and several private companies, to implement Intelligent Transportation Systems (ITS) innovations for both the highway and transit modes in the Twin Cities area.

Potomac and Rappahannock Transportation Commission (PRTC). Smart Flex-route Integrated Real-time Enhancement System (SaFIRES) partnership. http://www.omniride.com/its_project.htm

This is a partnership between a rural transit agency, PRTC, and several federal, state, and private sector partners including FHWA, FTA, and the Virginia Department of Rail and Public Transportation, to apply ITS innovations to a rural transit system. Specifically, it includes technologies such as GPS-based Advanced Vehicle Location (AVL), and operating concepts such as demand-responsive dynamic route and schedule planning, to provide cost-effective transit service for elderly and disabled persons as well as the general population in a low-density suburban/rural region not amenable to traditional fixed-route transit.

U.S. Department of Defense. Defense Advanced Research Projects Agency (DARPA). http://www.darpa.mil/

DARPA is the primary research and development organization within the Department of Defense. DARPA utilizes industry briefings and symposia, the Small Business Innovation Research (SBIR) Program, and the federal procurement process to enter into research projects, including partnerships. DARPA also has been granted broad authority to enter into "innovative agreements and other transactions" to support research and development activities. Thus, DARPA is able to channel its support through a variety of legal instruments and flexible arrangements. The Federal Acquisition Regulations (FAR) are not applicable to agreements under this authority.
