APPENDIX H. - Indiana DOT Contracting

Design
  1. No Review
  2. The consultant is asked to produce contract documents with in a specified time.
  3. Incentive / Disincentive
  4. The consultant is awarded with or charged a percentage of the original design fee for quality construction documents( No Revisions, Change Orders, Etc.).
  5. Consultant Do it All ( Qc/ Qa)
  6. Consultant will be responsible for design, R/W engineering, and utility coordination. The department will be responsible for appraising and acquiring R/W.
  7. Fast Track Delivery
  8. Consultant will be requested to provide complete construction document to INDOT within specified time. INDOT will have minimal review.
Materials
  1. Certified Aggregate Producer Program
  2. Program in which material producer desiring to supply aggregate to be used on INDOT project must be certified by the department. Advantages include:
    a. Consistence and Uniformity
    b. Only approves sources can supply material
    c. Reduced the source from over 300 to 180
    d. Responsibility on the producer
    e. Reduced work and improve efficiency for INDOT
  3. Qc/Qa for Structural Concrete, Concrete Pavement and HMA Pavement
  4. The contractor is required to provide a Qc plan to the department for mix design, laying, rolling, and paving operations.
  5. Volumetric Design (HMA)
  6. The contractor will be scored on Binder Content (25%), Air Voids (25%), Density (40%), and VMA (10%). A bonus will be provided if he/ she achieves higher Density and tighter Air Void.
  7. Certification For Rebar, Fence, and Pipes
  8. Only certified sources can supply material to be used on INDOT Projects.
  9. Contractor Acceptance Testing
  10. The department will accept test results provided by the contractor. INDOT will perform random testing if needed. This has shifted responsibility to the contractor.
Construction
  1. Design/ Build
  2. 1 Constructed, 1 Awarded, 1 Will Be Awarded by October, and 1 will be selecting consultant.
  3. Design/ Build/Warrant (2 Projects)
  4. -one project already completed -project will be let in October
  5. Cost and Time Bidding
  6. -Let 8 to 10 projects since 95
  7. Cost and Time and Warranty
  8. Several projects already constructed. INDOT is looking at other interstate projects to use this process.
  9. Lane Rental
  10. Incentives/ Disincentives
  11. Performance related Specification
  12. -Thickness -Strength -Air Content
