This FY 2003 Research, Development, and Technology (RD&T) Plan reflects the RD&T programs included in the President's original budget submission for the U.S. Department of Transportation (DOT). Since that request, the President has proposed a new Department of Homeland Security (DHS) that includes two DOT agencies covered in this plan: the Transportation Security Administration and the U.S. Coast Guard. Upon the creation of the new Department, these agencies' RD&T activities, and associated budgets, will be transferred from DOT to DHS.
