Delivery of Completed Airline Financial Information System (FAA)
The Office of Airline Information (OAI) within the Bureau of Transportation Statistics is responsible for receiving and processing regular Form 298-C financial schedules and traffic data required from small certificated and commuter air carriers. OAI requested the Center's Planning Methods Division help in replacing the existing mainframe system with a personal computer based system including enhanced functionality. The Center recently delivered to OAI the completed software version, which includes the capability for logging receipt of schedules, keyed entry and validation of airline schedule data, automated inputting of carrier data, and generation of schedule reports. The new software is now in operational use.
Real Property Analysis Program (FAA)
The FAA is a major real property acquisition and holding agency in the federal government. It manages approximately 4,000 leases for facility land sites and buildings, as well as various easement and right-of-way real estate instruments. In addition, it owns real property valued at approximately $2 billion dollars. The land contains the technology base of the National Airspace System (NAS). To support the FAA's management of this major asset, the Volpe Center is working with the FAA's Resource Division in the design, development, and deployment of the Real Estate Lease versus Purchase Analysis (RELPA) system, the initial version of which Mr. Steven Walkinshaw, of the Strategic Management Division, recently presented to the FAA. The purpose of RELPA is to provide the FAA Regional Real Estate Contracting Officers an automated tool that aids in the decision-making process to lease or purchase land. The system's design conforms with the cost-benefit and lease versus federal purchase guidelines as contained in the Office of Management Budget Circular A-94. RELPA will become the FAA standard program for conducting lease versus purchase analysis. Regional deployment and testing of this system is expected to begin immediately.
