Agency-wide Strategic Information Resource Management Planning (FAA)
A team of Coast Guard Planning and Information Systems staff, supported by the Volpe Center's Change Management Division, recently presented its final brief to the Coast Guard Information Resource Management (IRM) Board on the development of a Guard-wide business model. The Board consists of the deputies of all Coast Guard Headquarters Offices. The business model ('a big picture" of how Coast Guard business processes and systems fit together) was developed as a tool in prioritizing information systems investments Coast Guard-wide. The model can identify potential areas for the integration of information systems and the development of cross-office systems, estimate information system costs to support business areas, and help define possible areas for process improvement. Of significance to the Volpe Center developers, the IRM Board accepted the use in IRM strategic planning and in the prioritization of IRM investments. It also approved a follow-on Coast Guard-wide strategic IRM planning project that will involve benchmarking existing strategic information management practices, and helping the Coast Guard use this self-assessment (plus the results of the business model) to develop a strategic IRM plan.
Briefing to RSPA Administrator on Draft Volpe Center Business Plan
On January 12, 1995, Volpe Center Director Richard John briefed RSPA Administrator D.K. Sharma on the draft Volpe Center Business Plan. This latest business plan is the culmination of the efforts to date of the Center's five priority process teams focusing on the following areas: the Center's image, human resources, acquisition, work acceptance criteria, and the business itself. Reports from each of the committees are currently being incorporated into the final version of the new plan. The Business Plan represents the expectations of the Center for future market area research and development. Once approved, it becomes Center's "blueprint" for the future. The draft includes areas for improvement in the working environment of the Center, continued growth, and new business areas, all of which are anticipated to lead to greater efficiency and quality of work. Major Volpe thrusts the next five years include a safe transportation system; a secure transportation system; an environmentally and energy efficient transportation system; an effective transportation system; and, efficient, effective, and responsive government operations and policies.
