Since 1989 the Volpe Center has assisted the Federal Aviation Administration's National Airspace System Transition and Implementation Service. One of the special programs the Center is assisting in is the investment analysis phase for the Sun Coast Terminal Radar Approach Control (TRACON) to be located in central Florida. The TRACON Consolidation project would consolidate the current Orlando TRACON, Daytona Beach TRACON, Tampa TRACON, and Jacksonville TRACON into a single new facility and integrate their airspace, with several sectors from Miami ARTCC and Jacksonville ARTCC, into one facility.

The Volpe Center assisted the Sun Coast site selection team by providing maps of the state of Florida. These maps, created with ESRI's ArcInfo, depicted county boundaries as well as other demographic and weather data. These maps were important in assisting the Sun Coast TRACON site selection process.
