The Volpe National Transportation Systems Center is a fee-for-service agency within the U.S. Department of Transportation (DOT). The Volpe Center provides public agencies with knowledge and expertise in transportation planning, policy and program development, advanced transportation technologies, and innovative service concepts, from a governmental perspective.

The Volpe Center Public Lands Team works on a variety of program activities and site-specific projects with several different agencies, including:

  • Federal Highway Administration (Federal Lands Highway Program);
  • Federal Transit Administration (Paul S. Sarbanes Transit in the Parks Program, or TRIP, formerly known as the Alternative Transportation in Parks and Public Lands Program);
  • National Park Service;
  • U.S. Fish and Wildlife Service;
  • U.S. Forest Service; and
  • Bureau of Land Management.

The team's work addresses agencies' transportation system needs and priorities and is supported in part by a Memorandum of Understanding executed between DOT and the Department of the Interior (DOI).

The Public Lands Team's skills, knowledge, and experiences are well aligned with agency needs. Staff members have a wide range of relevant technical capabilities - from transportation systems planning, to vehicle and fuel technologies, to environmental assessment, to traffic and transit operations management. The team has over 10 years of experience, beginning with a single National Park Service project at Independence National Historical Park in Philadelphia. Since then, the Public Lands Team has repeatedly demonstrated how the Volpe Center can help public lands agencies resolve complex transportation challenges.
