David Duncan, Chief of the Real Property and Facility Services Division, has more than 15 years of facility engineering experience.

Prior to joining the Volpe Center in April 2009, Mr. Duncan was Chief of the Facility Engineering Division at the 78-acre U.S. Army Soldier Systems Center (also known as U.S. Army Natick Labs) in Natick, Massachusetts. Among his accomplishments with the Soldier Systems Center, Mr. Duncan was instrumental in accomplishing a $10 million upgrade and privatization project for the Army's 50-year-old high voltage electrical system. For this and other achievements, Mr. Duncan was awarded the Department of the Army's Achievement Medal for Civilian Service.

Mr. Duncan is a member of several professional societies, including:
National Society of Professional Engineers (NSPE)
Institute of Electrical and Electronic Engineers (IEEE)
Association of Energy Engineers (AEE)
National Fire Protection Association (NFPA)

Mr. Duncan is a Registered Professional Electrical Engineer (P.E.) as well as a Certified Energy Manager (CEM). He received a Bachelor of Science degree in Electrical Engineering from Northeastern University in Boston.

Mr. Duncan volunteers widely in his local community and is involved in town politics. Most recently, he oversaw a $1 million private road upgrade and the subsequent transfer of that road to town ownership.
