Monica Conyngham has twenty years of experience providing advice to governmental clients on a wide variety of issues, including ethics, acquisitions, engineering and construction, personnel, zoning and planning, appropriations and regulatory compliance. For twelve years, she practiced administrative and environmental law at the firm of Foley, Hoag LLP in Boston. In 2002, she left private practice to become the City Solicitor for the City of Quincy, Massachusetts, where she directed the legal affairs of the municipal government and provided legal advice to the Mayor, the City Council and the City government's various boards, commissions and committees. In 2008, she left the City to become the General Counsel of the Massachusetts Highway Department, and later was appointed as the General Counsel of the Executive Office of Transportation. She directed the legal aspects of the creation of the Massachusetts Department of Transportation in 2009, when the Commonwealth's various transportation entities (highway, rail, air and motor vehicle registration) were consolidated into a single unit.
