Richard Kochanowski
Communications, Navigation, Surveillance (CNS) and Traffic Management Systems

Richard Kochanowski, a senior operations research analyst at the Center, is a Principal Technical Advisor on the replacement of Federal Aviation Administration (FAA) facilities and related systems.

For the past 20 years, Mr. Kochanowski has led the Center's team in providing program management, engineering, and implementation support for the FAA's Terminal Facility Replacement and Modernization program. This ongoing, high-profile program supports FAA's management of capital investment projects for the replacement and modernization of airport traffic control towers (ATCT) and terminal radar approach control (TRACON) facilities. Enhancements will ensure there are cost effective and reliable infrastructure platforms throughout the National Airspace System.

Mr. Kochanowski provides technical expertise on the development of integrated implementation, transition, and cutover plans for major terminal facility projects nationwide. With each ATCT and TRACON replacement impacting between 50 to100 equipment systems in addition to interfacing FAA facilities, these time-sensitive plans are critical to the successful commissioning of new terminal facilities.

Mr. Kochanowski received his BS and MS degrees in Economics from the University of Rhode Island.
