As Director of the Center for Transportation Policy and Planning Technical Center, Dr. Rachel Winkeller leads a multidisciplinary Federal team of community planners, economists, operations research analysts, and organizational development specialists that provides transportation policy and planning expertise to Federal, state, regional, and local transportation organizations. The Center helps transportation leaders make smart investments in the planning, development, management, operations, and financing of transportation systems and agencies.

Dr. Winkeller joined the Volpe Center in 1989. Prior to becoming Director of the Policy, Planning and Organizational Analysis Center of Innovation, she was Chief of the Program and Organizational Performance Division and a Senior Organizational Development Specialist. In her 22 years at the Volpe Center, Dr. Winkeller has worked with a wide range of government transportation executives across all transportation modes at the Federal, state, and local level. Her specific areas of expertise include strategic, business, and information technology planning; program design and evaluation; performance measurement; organizational change; workforce development; and stakeholder management. Dr. Winkeller has presented her work at many national conferences and has received numerous awards, including a Secretary of Transportation Award for a National Conference on the Marine Transportation System, a U.S. Department of Transportation Superior Achievement Award, and a Coast Guard Meritorious Team Commendation.

Prior to joining the federal government, Dr. Winkeller was responsible for strategic human resource planning at NSTAR. She has also worked as an independent management consultant and has held numerous research, planning, and management positions in Massachusetts state government.

Dr. Winkeller is a member of the Women's Transportation Seminar (WTS) and serves on the Transportation Research Board's Management and Productivity Committee.

Dr. Winkeller holds a Ph.D. in Public Policy from Brandeis University and a B.A., Phi Beta Kappa, in Political Science from Wellesley College.
