As former Chief of the Environmental Measurement and Modeling Division at the Volpe Center, Fred has 35 years of experience in the measurement of transportation-related emissions and air quality. He has initiated and supervised the Center's technical work in airport security (detection of concealed weapons and explosives) and highway safety (detection of alcohol on the breath and in blood of suspected drunk drivers). He now assists on a part-time basis in the preparation and review of technical and administrative documents.
